"The success of Ukraine is the best response to Putin," the Prime Minister of Ukraine Arseniy Yatsenyuk underlined presenting an action program of the Government at a meeting of the Cabinet on Tuesday, 9 December.

Arseniy Yatsenyuk has noted that there is debate over the necessity of a Marshall Plan for Ukraine: "I think that a Ukraine Plan is needed for the world."

"It’s difficult to cope with the current situation on our own. It's difficult when the nuclear power armed to the teeth is carrying out military aggression against you and wants no peace, she wants to be at war with you. However, we still hope for getting peace and will do everything to ensure peace in Ukraine", he said.

To get out of a very difficult situation, according to the PM, Ukraine needs international financial assistance. Thus, the Government's first task is a cooperation program with the IMF: "The first two tranches were obtained by Ukraine only due to the fact that Ukraine had fulfilled all commitments to reforms. Therefore, we are facing a tactical task: to sign and continue cooperation with the International Monetary Fund."

"But this is not enough. Therefore, the second task - an international donors' conference for Ukraine and approval of a recovery plan for Ukraine at this international donor conference", Arseniy Yatsenyuk emphasized.

"We are not asking for money. We are partners, and if we are partners, help us, and this help will be bilateral. On the one hand, the financial stabilization of Ukraine, her recovery and introduction to the European value space. On the other hand, Ukraine is a big and strong state, an object for investment," he stressed.

The Government, according to the Prime Minister, calls on to hold an international donor conference, including member states of the Group of Seven, IMF, the World Bank, EBRD, European Investment Bank and the United States "as a key partner": "We’re offering to take a recovery plan together and by joint efforts to make the Ukrainian success that should be the success of the entire civilized world."

The Prime Minister said that the action program of the Government is "an action program of the whole country": "It’s hard work, each in his place. Each Minister has his/her area of responsibility. We are all responsible to the people of Ukraine. If he/she manages to do this, he/she will move on, if he/she fails, he/she will be replaced by others. Only go ahead and only towards mutual success."

"I expect the Ukrainian Parliament to accept the action program of the Cabinet of Ministers of Ukraine on Thursday. I sincerely hope for maximum support of a plan of European Ukraine as well as the European course for all of us," Arseniy Yatsenyuk said.
