Arseniy Yatsenyuk believes bills on reform Interior Ministry can change the whole system not just names

Legislation proposed by the Government on the Interior Ministry’s reform alters the philosophy of reform. Prime Minister of Ukraine Arseniy Yatsenyuk has appealed to the Parliament to adopt these bills, "in order to change the system, not just change the names." He has stated this at a visiting session of the Government at the National Academy of Internal Affairs on Saturday, April 4.

Arseniy Yatsenyuk has stressed that the Government of Ukraine began an all-out staff cleansing, "Dozens of criminal cases have been commenced. The senior management have been suspended, including of public bodies that are at the level of ministries and central executive authorities. Some have been already detained."

However, the main issue, according to him, - "that for 20 years the corrupt system has become a well-organized mafia": "This is the mafia that has its representatives in courts, prosecutor’s office, Security Service of Ukraine, Interior Ministry, the authorities, in the Cabinet of Ministers, Administration of the President, the Parliament. And the decisions on staff changes would not allow decapitate this hydra."

"That's the reason why we gathered today in order to make the system solution that changes whole corrupt system, built, imbedded in concrete and well-functioning, which protects itself. Encroachment on this system means that it becomes more integrated and begins to attack those who are struggling against it. That is why it must be destroyed, it must be broken, and new high-quality transparent standards must be set," Arseniy Yatsenyuk has emphasized.

"In other circumstances the appointment of another person in the current coordinate system means only one thing – he/she will able to sustain maximum six months. Then he/she becomes like his/her predecessors," he added.

Legislation on the Interior Ministry reform proposed by the Government changes the philosophy of reform, "Reform is not the name’s change. Reform means changing the system, approaches and mechanism of functioning and responsibility, including legal accountability."

The Prime Minister has appealed to the MPs of Ukraine to adopt these bills by proposing, if necessary, "their additional vision" - "in order to change the system, not just change the names."

Arseniy Yatsenyuk has also stressed that in the framework of the reform of road inspection he welcomes the decision of Interior Minister Arsen Avakov regarding the dismissal of the head of traffic police of Ukraine.
