“NCSREU is obliged to ensure financing for the companies while the
companies are obliged to install metering devises for the citizens. People should
pay for what they receive. While what they receive should correspond to the
quality and quantity fixed by relevant metering devices,” PM Arseniy Yatsenyuk emphasized
at the Government session on Wednesday, April 8.
He reminded that by law metering devices shall be installed by the
companies specializing in relevant service and the cost of this shall be
included in relevant tariff.
Arseniy Yatsenyuk stressed the importance of communal services quality.
He called on the Ministry of Regional Development, Construction, Housing and Utilities
of Ukraine, the Ministry of Energy and Coal Industry of Ukraine and the National Commission for State Regulation in Energy and Utilities (NCSREU): "The quality of service is task number
one. Instead of just changes in tariffs, to improve quality, change approaches and
provide compensation from the government for subsidies, insulating buildings
and reducing energy consumption".
The Prime Minister accentuated the Parliament should adopt a new law on the
National Commission for State Regulation in Energy and Utilities: "NCSREU should
be an independent body that establishes transparent tariffs, is accountable to
the citizens of Ukraine, how this tariff was calculated, and controls each power
supply company for compliance with the fixed tariff and the funds received from
the citizens of Ukraine", stressed Arseniy Yatsenyuk
The Prime Minister informed that the Cabinet of Ministers in synergy with
the energy community had already elaborated a relevant bill.
