In 2015, the
Government of Ukraine has allocated a UAH100-million subvention for funding schools
for children and young people. Starting
next year, they should be financed at the expense of local budgets, which due
to fiscal decentralization have already a third more revenue than last year. Prime
Minister of Ukraine Arseniy Yatsenyuk
stated this during a meeting of the organizing committee on preparation for the
2016 Summer Olympic Games in Rio de Janeiro on Tuesday, May 26.
The Prime
Minister recalled that as a result of amendments to the Budget Code and fiscal
decentralization "local budgets possess plus 35% of revenues on their
accounts."
"Beginning from
2016, schools for children and young people are to be financed by local budgets
in full," the Prime Minister underlined.
"That’s the
reason why we changed the budget legislation – in order to send money that local
communities get not to repairs of offices of district or regional administrations
but to finance particularly youth and children sports school," he noted.
Arseniy Yatsenyuk also said that a decision on exemption or setting
the property tax on a particular object, including sports, is "also the
prerogative of the local council."
However, the Head of Government stressed that he
considered wrong a decision to levy a tax on sports facilities.
The PM instructed
Youth and Sports Minister of Ukraine Ihor Zhdanov to hold
a telephone conference with heads of regional state administrations, including on
the issue of funding of children’s and youth sports school, "Olympic base is
a superstructure. A base lies
in children’s and youth sports schools, in high school. It is formed directly in the
regions. That
is why the leaders of RSA and DSA,
those people who are responsible for regional development - must be responsible
for the formation of reserve for future Olympic victories. "
"It cannot
be only from the Olympics to the Olympics. This should be a daily work. They
have the money, thus the main thing is to have the desire," Arseniy Yatsenyuk said.
