The objective of the new cyber police is, in particular, the
protection of citizens from obtaining by criminals of their personal
information, the fight against terrorist cyber crimes, the
protection of intellectual property rights. Prime Minister of Ukraine Arseniy
Yatsenyuk said on Thursday, October 15, at the opening of the newly-formed
Department of cyber police.
The Prime Minister noted that over the last decade the world
has changed dramatically: "There has occurred a new means of warfare – a
war in cyberspace".
This kind of war concerns each citizen as well, he said:
"Cyber criminals hack accounts, get an access to the data and can steal
money from bank accounts, alter databases and information about any physical or
legal person. Cyber criminals can get personal data or any physical or legal
entity".
"The problem we are now solving together with the
Minister and with the new cyber police worries Ukraine and the whole civilized
world", he stressed.
Among the aspects of activities of the police is to combat
terrorism, as there are terrorist cyber attacks committed by criminal
syndicates to obtain access to databases of government agencies, Ministry of Internal
Affairs, Security Service. He recalled that similar problem had occurred recently
in the United States of America – in "a country having the most powerful
army" - when the Pentagon databases and those of U.S. government officials
had been hacked by cyber attackers.
"It is a global threat. And Ukraine should respond to
this global challenge. We must create a new police force targeting to protect
citizens of the country from obtaining by criminals of their personal data, to
protect government agencies, security bodies from attacks by terrorist
organizations or countries that are at war with Ukraine, primarily the Russian
Federation, who can enter our databases and obtain relevant information",
stressed the Head of Government.
In addition, one of the principal areas of activity of the
police, according to Arseniy Yatsenyuk, should be the protection of
intellectual property rights.
He stressed that Ukraine possesses the best IT-professionals
in the world: "It's a shame that a demand for Ukrainian IT-specialists in
Ukraine is not as high as it should be."
"That is why
the Ministry of Internal Affairs has acquired the right to determine the
salary for cyber agents who will directly work in networks and protect the
citizens of the country, peace and security in cyberspace".
"I believe
that our cyber police will be the best in Europe as we have very smart
professionals," he added.
Arseniy Yatsenyuk
stressed that the execution of the new Ukrainian cyber police project should
be carried out in collaboration with our western partners, who possess relevant
experience in this area.
