"There won’t be offered other conditions for Russian than those we have offered to other creditors. In that case Russia do not agree on appropriate restructuring, the Government of Ukraine will impose a moratorium on the payment of a US$3 billion debt to the Russian Federation," announced Prime Minister of Ukraine Arseniy Yatsenyuk following his meeting with U.S. Secretary of the Treasury Jacob Lew on Friday, November 13.

The Ukrainian Prime Minister reminded that it concerns the funds obtained from Russia by former president Viktor Yanukovych in 2013.

According to Arseniy Yatsenyuk, the Ukrainian Government suggested to all international creditors to join a debt restructuring procedure: “All of them except the Russian Federation agreed, therefore we have completed the procedure of rescheduling. We had a final offer to Russia to negotiate on October 29, but Russia once again refused. So, now it depends on Russia whether it is ready to continue the talks or not."

Arseniy Yatsenyuk also added that the Government was awaiting an IMF decision regarding changes in loan policy towards the countries that have the appropriate financial difficulties with creditors "the sort of a case that we have now with the Russian Federation".
