"Having destroyed an
old corruption scheme, in which
the same companies dealt with supplying to major state-owned companies,
we have provided an opportunity for small and medium-sized
businesses to gain access to the process of delivery
of goods, works and services to public companies", said
Prime Minister of Ukraine Arseniy Yatsenyuk at a Government meeting on
Wednesday, February 24.
"Hence, the
destroyed monopoly enables the development of
small and medium-sized entrepreneurship",
he stressed.
The Prime Minister stressed that after
the new law of Ukraine on public procurement would be
adopted and signed, all the authorities should
switch to the ProZorro system:
central authorities from 1 April of this
year, local authorities - from August 1.
The Prime Minister thanked Deputy
Minister of Economic Development and Trade Maxym
Nefyodov, who had reported on this
issue at the Government meeting, and the entire staff who is
engaged in the introduction of ProZorro e-procurement
system: "We have managed, to include the
political debate in Parliament, to adopt the law,
which, for almost a year,
hasn’t been supported much by MPs".
Arseniy Yatsenyuk noted that the system
will monitor the electronic procurement process
"in order to prevent old schemes to
remain". He stressed it is crucial to
ensure that the regulation on the introduction of
the ProZorro
e-procurement "closes at maximum
all the loopholes providing an opportunity to avoid
electronic procurement process".
He reminded that among those
who were first to transfer to the ProZorro
e-procurement was the Ministry of Defense
of Ukraine.
The Head of Government noted
that earlier for the Ministry of Defence ", four
firms, during ten years, had been supplying
food, telling that none would
replace them". And now, due to the transition to
the electronic procurement system the tender for the delivery
of food to the soldiers, in particular, has been won by a major
international company the Metro: "It's cheaper,
of high quality, and better."
Arseniy Yatsenyuk also reminded
that the Ministry of Justice had introduced the SETAM
electronic system
that sells arrested assets.
Due to this fact, the volumes
of sales through this electronic trading system have increased
by 12 times.
