The Plan of top priority
steps of the Government will be approved taking into account
recommendations from the society
and will target boost of the national economy
and implementation of an effective social policy. Prime Minister of Ukraine
Volodymyr Groysman declared at the meeting of the National
Council of Reforms chaired by President of Ukraine
Petro Poroshenko on Wednesday, May 25.
“Following presentation of this plan, we engaged
in the discussion. We received several dozen comments and propositions
from the public, experts, that is very important for us as
we have the feedback. Now we are working on all
these suggestions, then we will compile them and approve",
said Volodymyr Groysman. He added that the initial response
from the public regarding the Priority Plan was
optimistic.
The operational plan contains clear priorities for each
Ministry and identifies the tasks to complete before the end of year, said the
Prime Minister.
"We must in the end trigger the process of restoring justice
in our country, we must ensure improvement of living standards, everyone can now say that this is our core objective. But
how can we do this? Only through economic growth, through macroeconomic
stabilization, through new jobs, through the predictability of state policy, through
many other things that will enable us on the one hand to earn funds for the
State Budget and to ensure the development of entrepreneurship, to provide, in
particular, an effective system of social protection", he said.
The plan of top priority
steps contains five directions
of work of the Government, inter alia:
to ensure macroeconomic stability, to improve
efficiency of public administration and services, to ensure effective
response, to prevent and eradicate
corruption, to create favorable
conditions for doing business, as well as to change
the judicial system. "[To establish – ed.]
the rule of law, the judicial system should be appropriate,
since it is fundamentally important to our society. I believe
that in the near future we will demonstrate certain
achievements," said Volodymyr Groysman.
Another top priority for the Government is to
resume security of the state and its citizens. "Strong
economy, massive investment in defense
sector, security - this will mean that we are capable of responding adequately
to the challenges which, unfortunately, we are facing nowadays",
said the Prime Minister.
The document was elaborated on the basis of Strategy of Reforms-2020
of the President of Ukraine, propositions of the National Council of Reforms, a
memorandum of cooperation with the International Monetary Fund and the
Association Agreement with the European Union. "The most important thing
is that we focus on specific things which will foster, I believe, economic
stabilization and growth," said Volodymyr Groysman.
The Head of Government stressed that the Plan of priority
steps is a document in the elaboration of which all ministries were engaged. Aftermath,
it was discussed and shaped at the strategic sessions within one month after
the new Government had been formed. In this context, Prime Minister thanked the
Ministers and representatives of the Group
of Strategic Advisors
on the Support for Reforms
in Ukraine for work.
"This document is a result of joint activity, and what
is very important, the achievements must
be shared”, he emphasized.
“Now the topmost task is to proceed to the technical approval
of it very quickly, I accentuate without any delay,
and to create a very clear system of monitoring the
implementation of tasks envisaged in this operational
plan."
