Volodymyr Groysman during a meeting with Federica Mogherini: We should unite efforts to fill the upcoming meeting of the EU - Ukraine Association Council with concrete and operational content

Prime Minister of Ukraine Volodymyr Groysman and the EU High Representative for Foreign Affairs and Security Policy/Vice-President of the European Commission Federica Mogherini during the meeting considered the whole range of security issues as a result of the Russian aggression in the east of Ukraine, as well as their impact in a broad European context.

Volodymyr Groysman informed his interlocutor on a serious escalation of the situation in the occupied areas of Donetsk and Luhansk regions, which had led to killing of 9 Ukrainian military over the past 24 hours, as well as presented other facts of complete disregard and violation by the Russian party of its obligations under the Minsk agreements.

"We must respond jointly and strictly to this situation. We must not afford the world to get accustomed to such daily loss of lives in Ukraine. It is vital to intensify pressure on Russia to make it withdraw its forces from the territory of our State. Only by creating appropriate security environment in Donbas it proves possible to implement core political provisions of the Minsk deals, in particular, the holding of local elections”, said the Prime Minister. The aggression aims not just Ukraine alone. Its target is the destruction of the unity within the European Union, its principles and values."

Federica Mogherini reaffirmed strong support by the EU for the sovereignty and territorial integrity of our state, and noted that a clear evidence for that is the extension of sectoral sanctions against Russia for another six months.

The Prime Minister of Ukraine and the EU High Representative tackled ways of raising capacity to respond to external challenges, in particular, they agreed to intensify cooperation between Ukraine and the EU in the framework of the Administrative agreement between the Ministry of Defence of Ukraine and the European Defence Agency.

Volodymyr Groysman presented the main results of activity of the Government of Ukraine throughout a hundred days, notably, achievements in the constitutional reform, civil service reform, privatization of state-owned enterprises, anti-corruption fight. "The success of further reforms in the context of existing internal and external challenges depends on the effective support of the EU and other international partners, particularly the IMF", said the Prime Minister, noting the importance of the EU macro-financial assistance.

Federica Mogherini commended the progress on reforms made by the Government headed by Prime Minister Volodymyr Groysman, and stressed that the success of the reform process is also an important factor of counteraction to external threats.

During the discussion of the prospects for visa liberalization between Ukraine and the EU Federica Mogherini confirmed that Ukraine had fulfilled all the necessary criteria in the scope of the appropriate Action Plan, while a decision should be adopted by the EU in the near future.

The interlocutors agreed on the need to accelerate finding a mutually acceptable solution aimed at faster completion of the ratification process of the Association Agreement and entry into force in full.

Volodymyr Groysman and Federica Mogherini agreed to continue a substantive dialogue on the entire range of issues of relations between Ukraine and the EU during the next meeting of the Association Council. "We should unite efforts to fill the upcoming meeting of the Association Council with concrete and operational content", accentuated the Prime Minister.
