Volodymyr Groysman: Local authorities are responsible for the formation of tariffs and bills for housing and communal services

Tariffs for housing and communal services provision are formed on the local level, so each particular local authority is responsible for the formation of bills for the utility services. Prime Minister of Ukraine Volodymyr Groysman announced in his interview with the Inter TV channel on Sunday.

Responding to a question regarding the actions of citizens in case they receive inflated bills for utilities, he said: "You and I choose our local government, we elect our MPs, we elect our mayor... And I think the first thing to do is to contact the relevant city council with a complaint that you can see certain problems".

Moreover, the citizens can call the government hotline, added the Prime Minister. "We will do everything to help each citizen in a difficult situation", stressed the Head of Government.

He accentuated that it isnt the Government, but local utility companies that calculate tariffs for particular services. At the same time, the Government does not exclude there exist abuses on the local level. According to him, a two-threefold difference in tariffs for housing and communal services is the proof of fragrant violation. It is important to prevent this, he stressed.

The Government will strictly discourage any violations in the process of calculation of rates and payment bills, said the Prime Minister.

Recently, a decision was made that obliges cities all around the country to fix bills for heating for the citizens whose houses lack heat metering devices at the level of average showings for the houses with meters, instead of basing on norms. Such a system will eradicate the possibility for violations in this sector.

The Government will continue to monitor the situation and is continuously improving regulatory framework, "not to let anyone in the country to abuse on such bills".

Volodymyr Groysman stressed the importance to conduct a dialogue at the local level with citizens and to ensure transparency in the formation of tariffs for housing and communal services.

The Prime Minister also noted that according to statistical data, Ukrainian families pay for housing and communal services no more than 10-15% of their total income due to the programme of subsidies.
