Cabinet of Ministers approves conditions for the introduction of the Fourth-Generation Mobile Communication System in Ukraine

The Cabinet of Ministers of Ukraine, at its meeting on July 4, approved the conditions for the introduction of Fourth-Generation Mobile Communication System (4G) in the state, in particular requirements for the operation of operators, conditions for conducting tenders for the sale of licenses and the cost of licenses. Presenting the decision, Prime Minister of Ukraine Volodymyr Groysman noted that for the Government it is important that frequencies be sold on a competitive, honest and open basis.

"There have been a number of attempts to somehow control this situation. I told for several times, and today I confirm: the Government opposes any backstage deals and will never support any shadow schemes", the Prime Minister stressed.

He added that the decision had been reviewed by the Innovation Council under the Cabinet of Ministers and had been considered by the line committee, all of whom presented their conclusions and attested that proposals for the sale of 4G licenses "meet the requirements of transparency."

The Head of Government also commissioned the National Commission for the State Regulation of Communications and Informatization to update the Government about the preparation of tenders for the sale of licenses and to ensure the publicity and transparency of this process.

As expected, the initial cost of licenses for 4G will be about UAH 6.3 billion: UAH 2.3 billion in the 2600 MHz band and 4 billion in the 1800 MHz band.
