Hennadii Zubko claims local governments should act within legal framework which is viewed through the prism of the state's duty to ensure the safety of citizens

The draft law "On the Principles of Administrative and Territorial Structure" approved by the Government and already registered in the Parliament, is the key out of a package of 17 bills on decentralization. Its adoption aims at simplifying mechanisms and motivating communities to amalgamate as well as strengthening their functions. In general, decentralization is a revolutionary process that changes the system of governance, financing, powers and, most importantly, responsibility.

This was stated during a round table dedicated to activities of local self-government bodies and legal framework within which they are acting. The event was chaired by Vice Prime Minister/Minister of Regional Development, Construction and Housing and Communal Services of Ukraine Hennadii Zubko.

"We have almost practically completed a map of promising plans in terms of the creation of CC throughout Ukraine - the Government has already approved long-term plans for 23 regions. There have been amalgamated 722 communities, 40 of which have fixed dates of first elections, and 17 are waiting for the decision of the CEC. The consolidation also changes the quality of services provision in these communities. We have already created a map of the available network of CASPs, as well as projects of the networks of providing primary medical aid shaped by the regions, the security network centers are being formed together with the SES. Summing up, I emphasize again that changes are possible under the only condition - efficiency and responsibility on the ground", said Hennadii Zubko.

The Vice Prime Minister stressed that the issue of abiding by law by local self-government bodies in activities lies in the broader context of the state's duty to provide security to its citizens and to create a safe space for a comfortable life. This is the essential idea and the basis for the decentralization reform.

"The issues of state control over local self-government activities should be solved by the Institution of Prefects. The relevant bill has already been drafted and fully complies with the European system of governance, which allows the transfer of powers on the one hand, on the other - monitoring the implementation of those powers on the ground", told the official.

According to Hennadii Zubko, the regulation of the activities of local self-government should be resolved not from the point of view of limiting their non-reliance in making decisions of a socio-economic nature, but from the point of view of the interests of citizens and observance of the principles of national security. And this is possible only through the dialogue and the search for mutually beneficial compromises.
