Gov't toughens the responsibility of non-payers of alimony and takes further steps in this direction

The Cabinet of Ministers of Ukraine within the framework of the initiative "All Children Are Common" analyzed the progress of the implementation of the Law of Ukraine № 7277 "On Amendments to Certain Legislative Acts of Ukraine on Strengthening the Protection of the Right of the Child to Proper Maintenance by Improving the Procedure for Compulsory Recovery of Arrears for Payment of Alimony" and approved further steps in increasing the responsibility of parents who do not pay maintenance payments and do not participate in the upbringing of children. Commenting on the situation, Prime Minister of Ukraine Volodymyr Groysman stressed that the father, who puts the onus of raising child on the shoulders of a mother, should receive the appropriate social status.

According to the data released by Ministry of Justice, today in Ukraine more than 3 million children are raised in single-parent families, and almost 600 thousand children do not receive any assistance from one parent. It should be noted that this indicator gave an impetus to the adoption of a decree of the CMU aimed to develop the necessary legislative initiatives that could regulate the situation.

In early February, the relevant bill was approved by the Parliament. Henceforth, an open electronic register naming fathers who fail to pay child support was launched as well as decisions on the establishment of a temporary limitations of the non-payer in the right of management of vehicles and in the right of travelling abroad were adopted. Also, for a non-payer, a new type of administrative penalty is introduced - socially useful works. During the first month since the law came into force, a sum worth 254 million UAH was charged in favor of 450 thousand children.

According to the decision of the Government, the next steps in this area will be legislative changes in the property rights of the child in the division of property of the spouses and further restrictions of the rights of malicious non-payers of alimony.

"All children are common. Dear women and children, we will protect you and your rights, hence those who violate your rights will be brought to justice", the Head of Government underscored.
