of Ukraine Olexandr Saienko and Dr. Francis
Fukuyama, Mosbacher Director of the
Stanford University’s Center on Democracy,
Development and the Rule of
Law (CDDRL), on cooperation in reforming the system
of public administration of Ukraine, in particular,
on conducting innovative study of the civil
service according to the international
practice.
In the course
of the video
conferencing meeting with Dr. Francis
Fukuyama and representatives of the CDDRL the parties
tackled methodological issues of the
civil service research in modern
conditions.
This research will
be held in
Ukraine this year for the
first time on the initiative
of the Professional Government Association and supported by Kyiv School of Economics.
The target of the project
is to conduct
a pilot, and then annually, civil service survey
and to advise
the Government of Ukraine on
its ongoing improvement. The said step will
allow to get in-depth understanding
of the current
state of the government apparatus Ukraine and to shape
specific recommendations for solving existing
problems in the civil service.
The Stanford University is currently
conducting similar studies in Brazil,
India, China and South Africa.
The results of
the study will be summarized
and presented to the Cabinet
of Ministers of Ukraine in
a report on practical recommendations for improving the
current state of the civil
service, which will contribute to improving the
quality of government decisions aimed at further
implementation of the public administration
reform in Ukraine.
