About 80 per cent of participants of today's public hearings on the issues of amendments to the Constitution of Ukraine, which took place during the parliamentary session of the Verkhovna Rada of Ukraine, support the local government reform aimed at creating all the necessary conditions for the functioning of territorial communities, Vice-Prime Minister - Minister of Regional Development, Construction, Housing and Utilities Volodymyr Hroisman stated.

He stressed that "the Government is now working on the removal of all restrictions that were imposed on local government in recent years both in the budget sphere and in the sphere of administrative services." Transmission of broad powers and financial resources from the center to the community level will enable every community, every city, village, settlement to develop in the direction that it chooses for itself.

"We wish territorial communities and each their representative had involvement in qualitative changes in the country," he stressed.

Volodymyr Hroisman reported on developments of a number of legislative initiatives related to the successful development of territorial communities - in particular, changes to the Budget Code, the draft laws on voluntary association and cooperation of territorial communities that will enable them to combine efforts and resources in order to achieve common goals.

He underlined that the budget policy for 2015 laid the point that part of the national taxes remain local communities. "This will enable communities to become more independent and solve more urgent issues they face," he added.

According to the Vice-Prime Minister, when it comes to the elimination of regional and district administrations in the context of territorial organization of power, then the reform provides for the creation of executive committees of regional and district councils, which in contrast to the state administration will be elected bodies and will be fully accountable to and controlled by local communities.

It is assumed that such a system, according to Volodymyr Hroisman, will start working in the autumn of 2015.

Chairman of the Verkhovna Rada of Ukraine, Acting President of Ukraine Oleksandr Turchynov noted that all proposals that were announced during the public hearings on the issues of discussion of amendments to the Constitution of Ukraine, will be elaborated by the parliamentary commission. He said a regular meeting of the Verkhovna Rada of Ukraine will be held on May 6.

Let’s remind that Ukrainian PM Arseniy Yatsenyuk at today's meeting of the Verkhovna Rada of Ukraine stressed that the Government insists on amending the Constitution to create a real balance of power between the Government, the Parliament and the judiciary and the activity of the President. According to him, the main purpose of amending the Constitution - "is not a struggle for power but the distribution of power": "That is why Ukraine has rebelled- because power was concentrated in the hands of one person. Constitutional concentration of power in the hands of one person led to the crimes committed by the person, who held the title of President of Ukraine, against the people of Ukraine. "
