Arseniy Yatsenyuk: Government will afford the Defense Ministry to fulfill prepayments under military contracts up to 90 days

The Government of Ukraine will adopt a resolution, enabling the Ministry of Defence of Ukraine to make an advance payment throughout a period not exceeding 90 days to settle bills under any military contracts, to ensure the needs of the Defense Ministry. Prime Minister of Ukraine Arseniy Yatsenyuk announced at a Government meeting on Wednesday, November 12.

The Head of Government instructed the Ministry of Finance to ensure full payment on the contracts worth billions of hryvnyas, the Defense Ministry has struck over the past few days: "To ensure by the end of the current year the maximum amount of military equipment, weapons and clothing delivered to the Armed Forces."

Arseniy Yatsenyuk appealed to the Ministry of Finance and Ministry of Defense "to finish the current fiscal year and to fund fully all necessary finance much needed for the Ministry of Defence.

The PM addressed the Defense Minister to verify maintenance in the AFU with warm clothes, "Constant checks, commissions and direct communication with the soldiers in the area of anti-terrorist operation – whether they have been provided and to which extent. And taking clear and tough personnel decisions that you have started making within the Defense Ministry: those who are lacking a desire to work for the country, just kick them out".

In his address to the Government members, the Defense Minister of Ukraine Stepan Poltorak reminded that recently the Cabinet of Ministers of Ukraine had adopted more than ten resolutions, which “provided the Defense Ministry with an opportunity to make fast decisions to ensure winter preparation process. He added that warm jackets had been delivered to the ATO zone to ensure the needs of “practically the entire military personnel", we are working on an issue to complete providing with warm pants and boots.

Yesterday the Ministry purchased 60 mobile warming points for the military personnel.

Stepan Poltorak reported that the funds allocated by the Cabinet of Ministers aimed at repair of weapons and equipment, are used in a timely manner, "the work is carried out, equipment is delivered to the troops”, “The problems that exist today regarding the supply of weapons and equipment, are settled on-the-spot, using our capabilities. The funds that have been allotted are used as required".

The Minister informed that the situation in the ATO area is complex, though under control. "We see and know about the build-up of forces by militant groups, as well as from the side of the Russian Federation. But we clearly trace their movement, we know their location and, certainly, are prepared for unpredictable actions on their part".

The principal objective is "to get ready for combat", he said. "We are engaged in this work, and preparing the reserves. The first line of defense was built due to the well planned and quite huge work. We are holding redeployment of the Armed Forces according to our capacity to respond to unpredictable actions of the armed forces, on the territories we don’t control.

“We are prepared to respond respectively if changes occur,” he emphasized.

Arseniy Yatsenyuk noted a significant improvement in the activity of the Defense Ministry after Stepan Poltorak had come in office, "In particular, it concerns decision-making procedures, pace, appropriate and reasonable approaches in the Ministry of Defence".
