Aivaras Abromavicius introduced in the Verkhovna Rada the bill on changes in the state property management system

Minister of Economic Development and Trade of Ukraine Aivaras Abromavicius introduced a draft law of Ukraine "On the list of state property objects not subject to privatization" during a session of the Verkhovna Rada of Ukraine.

The Minister noted that presently the public sector possesses 3374 objects. Operating are only 1920 enterprises (265 of them are going through bankruptcy proceedings).

"The majority of these enterprises are rather small, making up 60% of those operating, in which the revenue is less than € 1 million, thus, there aren’t so many good companies. Top 20 constitute 70% of a net benefit, the top 100 make up 91% of the net benefit, which makes up UAH 124 billion nowadays", stressed Aivaras Abromavicius.

He highlighted the need to change the state property management system and to ensure flows of private investment into the development of these enterprises.

"The list of prohibited for the privatization facilities includes 1478 objects. According to the criteria of article 5 of the Law on privatization a new list will be added by 551 object", explained the Minister of Economic Development and Trade of Ukraine.

From the current enumeration there should be excluded 1251 company which are marine and fishing ports, agricultural enterprises of the alcohol industry; those of coal, aviation, chemical industry, mechanical engineering.

Aivaras Abromavicius noted that the bill had been thoroughly drafted with leading experts and representatives of international organizations, many of the proposals of whom had been accounted for. In response to criticism, he invited the Parliament’s members to engage in a constructive dialogue to finalize this bill.

"In the final minute there can be heard a lot of accusations, allegations of corruption component, thus everyone who has reasoned statements, [we will] gather tomorrow or on Monday and will listen everyone in order to finalize it," the Minister emphasized.
