Arseniy Yatsenyuk: The establishment of hub schools is the main task of education policy for 2016

"Our programme task for 2016 is the quality of secondary education, as secondary education is the basis for the country's future, for new high-quality professionals and for Ukraine to have the human resource capacity to follow the way of reforms, to include in a decade", said the Prime Minister of Ukraine Arseniy Yatsenyuk at a Government meeting on Wednesday, 2 March.

Arseniy Yatsenyuk has reminded that the previous year he appealed to the Ministry of Education and Science to develop a project of creation of hub schools: "This is a new high-quality school which delivers quality education".

Deputy Minister of Education and Science Pavlo Khobzey presented the relevant project at the meeting of the Government.

The Prime Minister asked the Ministry of Education and Science of Ukraine to prepare a framework decree on the establishment of hub schools to determine the principal direction of policy for local authorities to pursue on this issue. Arseniy Yatsenyuk addressed local communities: "You create one anchor school, we supply buses, you repair the roads and you receive the amount of funds as much as ten schools. You raise salaries, you repair classrooms, purchase hardware. We do not take a copeck, leave all the funds at your disposal. Thus, we encourage economically to go through the process of truly successful and high quality education."

"We should give a very clear message that if local government chooses the way of forming of hub schools, the whole financial resource will remain at their disposal," said Arseniy Yatsenyuk.

The Head of Government stressed that he would hold talks with the heads of regions and persuade them to announce tenders for the purchase of school buses, to ensure by September 1 these buses would have been purchased.

The sum of UAH 600 million for the purchase of school buses, according to the Deputy Minister of Education and Science, was allocated from the State Budget. Part of the funds should be transferred from local budgets.

The Head of Government stressed that local budgets had been filled in the past year with an additional resource of UAH 24 billion: "Our decentralization process is sort of one-way: "Give us money but don't give responsibility". There are government priorities. The direct responsibility of local government is secondary education. We provide a financial resource, we provide a state policy. And their task is to implement this state policy jointly with the Government".

Arseniy Yatsenyuk also stressed the need to select headmasters of hub schools though open contests.

In addition, the Head of Government reminded that last year’s spendings for the purchase of equipment for schools included UAH 100 million, whilst this year the Government has allocated UAH 200 million. He highlighted these funds must be used by the local authority as was planned.

"In educational policy this is the main task for 2016. We cannot change everything at once, but we have to launch this process. Hub schools, funding for the hub schools and quality education – I believe it is a top-priority project for the country and for our children.
