Vice Prime Minister: The simplification of procedures of connection to power grids will enable improvement of Ukraine's performance in the World Bank's Doing Business

The Ministry is engaged into implementation of a decentralization and deregulation reforms. Today we offer to the Government to support legislative changes called to simplify the tangled procedures for getting electricity. This was stated by Vice Prime Minister/Minister of Regional Development, Construction, Housing and Utilities of Ukraine Hennadii Zubko, in his presentation of the aforesaid amendments.

"We're offering changes to existing legislation designed to simplify a number of procedures for small and medium-sized businesses, in particular, to ease the procedure of connection to electric networks. Thus, we will improve Ukraine's performance in the World Bank’s Doing Business “Getting Electricity” ranking”, stressed Hennadii Zubko.

The official reminded that Ukraine is a member of the Energy community and committed to harmonize national legislation with European standards as well as to ensure compliance with the EU rules and directives in the energy sphere. Notably, according to the European practice the process of connection to power grids is regulated by electric power transmission and distribution codes, and also rules of delivery of electric energy to consumers.

"The stable functioning of the energy market of Ukraine is of strategic importance, therefore, all the legislative issues to regulate the functioning of it should be solved in an integrated manner”, said Hennadii Zubko. “Hence, legislative propositions of the Ministry of Regional Development and legislative initiatives of the Ministry of Energy and Coal Industry will create conditions for effective work of all electricity market participants".

"What we offer is to cancel the permit for the development of the project of allotment of land for electricity facilities, the location of which is provided by town-planning documentation, such as plans of zoning and detailed territory plans. This means to simplify [procedure – ed.] and reduce the period to undergo such procedures, as now the process of considering an application for the permit lasts for 1 month", said Hennadii Zubko about the legislative initiatives of the Ministry of Regional Development.

The transition from permits for land and repair activities to the notification principle is to ease the procedure of connection to power grids. The notification for standard connections should be addressed 5 days prior to the beginning of activities. Presently, the procedure of getting such permit takes 10 days.

"The time for processing application and submission of the contract on connection to the networks from the electricity supplier to the customer is offered to cut from 5 to 3 days," the official said.

Moreover, it is planned to cut terms of providing service from standard connection to electrical systems to power grids of electricity provider.
