Implementation of the law on civil
service will help to build a new coordination system in the ministries and a
new system of political responsibility of parties that
delegated their Ministers to the Government, said Prime Minister of
Ukraine Arseniy Yatsenyuk at a Government meeting on Friday, March 25.
Arseniy Yatsenyuk noted that a new model
of public service would be introduced to align it with

of Ukraine on civil service is properly implemented, said the
Head of Government, this will create a social lift for those
who wish to engage in civil service.
He reminded that this law introduces a State Secretary post, who shall become "a technocratic head of the Ministry": "The Secretary of State will not depend on a political will or the
political structure of the coalition. At this, the coalition,
the Parliament and the appointed
Minister shall bear political responsibility for each member of the
Cabinet of Ministers".
"Thus, a political conflict exhausts. There can be only the discussions regarding the management system within the Ministry, the goals, objectives and
policies," he added.
"Step by step we are moving towards the creation of a new
coordinate system within Ministries and a new system of political
responsibility of parties that delegated their Ministers to the Government", said Arseniy Yatsenyuk.
Moreover, the Prime Minister noted the need to change the
remuneration system in the public service: "It will improve efficiency and
enable true professionals to benefit from the social lift, to get
relevant posts in the civil service. And
this is another tool in the fight against corruption".
Yatsenyuk commissioned Minister of Social Policy of Ukraine Pavlo Rozenko in synergy with the
Ministry of Finance to elaborate
a framework for the establishment of a Commission on the remuneration system for civil servants.
