Agrarian Ministry synchronizes Strategy 2020 with strategies for regional development

MINISTRY OF AGRARIAN POLICY AND FOOD OF UKRAINE

The Ministry of Agrarian Policy and Food of Ukraine has executed an extraordinary piece of work to identify the strategic directions for the development of agrarian sector through the drafting of the Unified Comprehensive Strategy for Agriculture and Rural Development 2015-2020 and to adjust it to regional development strategies 2020. Oleksii Pavlenko, the Minister of Agrarian Policy and Food of Ukraine, stated this in a speech at the Consultation on the strategic directions of agrarian sector development and challenges for the development of regions.

The Minister stressed that the strategic priorities include a land reform, food security, the opening of new markets, rural development and revival of Ukrainian village.

“In order to complete the land reform we need to develop and adopt an appropriate legislative framework, to establish the methodology of normative monetary value assessment of agricultural lands and to ensure the development of a complete database of the State Land Cadastre”, the Minister noted.

In his speech, the Minister stressed the need to boost the production and export of processed products with high added value and to open the European markets for most domestic manufacturers. “Ukrainian manufacturers should fully take advantage of the free trade zone. To this end, the Ministry carries out the reform of the system of ensuring food safety and quality of food to harmonize the national legislation with the EU legislation and to ensure full operation of the State Service for Food Safety and Protection of Consumer Rights”.

Oleksii Pavlenko reiterated that the Ministry intended to hold the full denationalization of enterprises subordinate to the Ministry of Agrarian Policy. The Ministry’s staff are developing the draft laws “On Amendments to the Law of Ukraine “On particular issues of privatization of property in the agro-industrial complex” and on the denationalization of enterprises in distillery and alcoholic beverage industries.

“An important strategic direction is the reform of state support to Ukrainian villages. In particular, this is the matter of state support to small and medium farmers through the financing of budgetary programs compensating the credit rates of commercial banks in the field of animal husbandry, the implementation of the preparatory phase of the long-term project “Main credit for the agricultural sector – Ukraine” between the Government of Ukraine and the European Investment Bank, as well as the improvement of insurance mechanisms in the agricultural sector through the development of a relevant draft law”, Minister Oleksii Pavlenko noted.
