The sum worth about €30-40 billion is required to hold
thermal modernization of the housing sector. At that the modernization of
enterprises, which provide heating, demands much larger investment.
This was stated in an interview with the Ukrainian Tyzhden by Vice Prime Minister/Minister of Regional
Development, Construction, Housing and Utilities Hennadii
According to him, we can put in enormous sums in the
retrofitting of existing enterprises of thermal power industry or become a
country which in the future will consume less than any other in Europe.
"The energy market is rapidly growing and creates new
opportunities for fast energy transfer, accumulating of energy at the account
of consumption at night and then using at daytime. These technologies are implemented
in Europe, particularly in Germany", said Hennadii
According to him, Ukraine consumes 200 kW per square meter,
Germany — 50 kW, and has a target to consume 25 kW. "We now have a unique
opportunity to set new directions and formats, offering the residents of
building an independent heating system for the house or group of houses or
section that will give the opportunity not just to reduce the number of
networks, which still need repairing and upgrading, but also to connect to
autonomous heating any other energy source. That is, we now need to look at
finding the solution not as a problem but as new opportunities”.
According to the Vice Prime Minister, motivation to conduct
energy efficiency measures through improving the quality of services is
extremely important. As well as motivation through the
monetization of subsidies.
"Therefore, an issue of effective use of subsidies
means just targeted, direct assistance to person who has to pay for the
provided services. He/she will understand that when he saves, he can invest the
money to improve the quality of living in his/her house", explained Hennadii Zubko.
He considers it significant to convey to people an idea that
due to the modernization of heating systems they would get a different cost of
accommodation. "The apartment which consumes less, is insulated and modernized, has highest value in the market. We can see this
in European countries that have adopted such measures. There the cost of a
square meter of modernized housing has automatically grew by 10-25%", said
Hennadii Zubko. According
