Vice Prime Minister: We should change attitude to financing of Ukrainian road repairs and maintenance

The powers for the management and maintenance of public roads should be devolved to regional administrations. This was stressed by Vice Prime Minister of Ukraine Volodymyr Kistion during his working trip to Vinnytsia region, where he together with Chairman of Vinnytsia regional state administration Valery Korovii and mayor of Vinnytsia Serhii Morgunov attended the site of repair activities on the road section M-21 Zhytomyr - Mohyliv-Podilsky near the town of Stryzhavka.

Volodymyr Kistion noted that currently in Ukraine there are about 179 thousand km of pubic roads, and most of them should be transferred under control of local authorities."We plan the following: about 150 thousand km we want to place under the supervision of regional authorities. About 40-50 thousand km of roads will remain for the Government to control. These are transport corridors for the central authorities’s responsibility to build and maintain. These are roads which should comply with European standards, European quality. They are, by and large, should give the opportunity to link the western border to the eastern, northern to southern. These traffic arteries must be the frame for the entire road network of the country", said Volodymyr Kistion.

He also noted that the local government can determine the needs of society in the context of repair and construction of roads more properly and effectively.

"We have to transfer the financial resource and devolve opportunities to manage and maintain public roads to the level of regional state administrations. Those executive authorities are nearest to the people, and they understand what they need to build in the first place, where it is crucial to repair, what technologies to use and how to better control the quality of work," said Volodymyr Kistion.

He also noted that currently there are already regions demonstrating leading performance in road repairs as compared to others. Among them are Ternopil, Vinnytsia, Ivano-Frankivsk regions, there are also regions that cannot do effective work due to certain objective or subjective reasons, he explained.

According to Volodymyr Kistion in the near future it is expected the VR would consider in second reading the bills providing for the devolution of powers in road maintenance to the local level, as well as the creation of the Road Fund.
