The Government is trying to accelerate the process of consolidation
of territorial communities in those areas demonstrating the worst performance.
This was stated by Prime Minister of Ukraine Volodymyr Groysman during the
opening of the USAID-funded program DOBRE on Tuesday.
Commenting on the question why Kharkiv, Kyiv and Zakarpattia regions have the lowest number of amalgamated
communities in Ukraine the Prime Minister said: "This, perhaps, is a two-way
process, in which, on the one hand, local leadership is incapable, and on the
other hand, perhaps at the level of regions there is no understanding of the necessity
of the process".
Regarding Zakarpattia region, the
Prime Minister noted that the Government is engaged into solving problems of
the region and paying efforts to help local communities to unite.

Groysman added the situation in Kharkiv region is addressed to get things moving.
Minister gave the example of Ternopil region holding leadership
in the process of consolidation of communities. He reminded that when he had
been Speaker of the Verkhovna Rada, the Parliament had had to make certain
changes in the law to allow elections in such communities. According to him,
the regional Council suppressed the process of amalgamation.

regions to enable them be successful", said the Head of Government.
Groysman noted that there is competition between regions which will grow.
Stronger in this competition will become those areas that have the largest
number of capable communities having increased budgets and larger powers.
