Volodymyr Groysman urges authorities to make e-governance their priority in work

Prime Minister of Ukraine Volodymyr Groysman commissioned the ministries to intensify work on introduction of electronic services thereby allowing the authorities to improve the quality of governance and providing services.

"I urge all ministries to take seriously this issue [e-governance] and to determine as a separate line of your activity the introduction of electronic technology. This will improve the quality of our governance and the quality of services provision," said Volodymyr Groysman during a meeting of the Government on Wednesday.

The Prime Minister noted that it is crucial to speed up next month the work on introduction of electronic services.

The Government will enhance support, in particular financial, in order to transfer the maximum quantity of services in the electronic form so that make them remote, "through the Internet to lessen contact with government officials, to ensure faster document circulation", he said.

Volodymyr Groysman announced the Cabinet of Ministers of Ukraine was due to consider an issue of formation of approaches to e-governance at the start of the meeting and emphasized: "E-government enables us to create high quality services for Ukrainian citizens, while the authorities to become more effective, transparent and to eliminate any grounds for corruption".

The Prime Minister emphasized that the executive branch through its institutional weakness, corruption and incompetence had been losing the trust of people. Nowadays it is crucial for the institutions and authorities to rebuild confidence among the citizens. According to him, one of the elements of this confidence is transparency and openness.

"When everything is absolutely open and clear, we will get a completely different level of trust and satisfaction of people with the services provided by the local authorities and central government as well," said Volodymyr Groysman.

The Prime Minister noted that the State Agency for E-Governance of Ukraine had been set up by the previous Cabinet of Ministers in order to concentrate all functions of e-governance in the country, but in recent years had not had sufficient financial and organizational support.

Today's decisions of the Government on the change in the management system of the Agency would provide an opportunity "to intensify its role and to do activities of the teams more successful, as they’ve come to bring in real change and do real deeds," summed up Volodymyr Groysman.
