Prime Minister pledges Government to prepare another 'package of destruction' of bylaws impeding businesses

The Government will gear up ‘a package of destruction’ of regulations stipulating for the activities of entrepreneurs contained in the regulations of the ministries. Prime Minister of Ukraine Volodymyr Groysman announced during the session of the Government on Wednesday.

The Prime Minister supported a proposal of Minister of Justice of Ukraine Pavlo Petrenko to repeal certain ministerial decisions erecting barriers for businesses, adding it is necessary to issue an ordinance and commission to elaborate another "package of destruction" of all these regulations.

"I suggest that we do it with participation of the Ministry of Justice, the Secretariat of the Cabinet of Ministers, the regulatory service [the State Regulatory Service of Ukraine] and ministries. That is, we will summon a group of three structures to separate these things and abolish," explained Volodymyr Groysman.

The Prime Minister noted that the problem in Ukraine is excessive regulation. According to him, regulatory acts contain provisions not only of Soviet times, but also those adopted during 1990-2000 "being used by those who are creating obstacles for doing business".

Commenting on the recent Government's decision on the simultaneous cancellation of over 360 regulations and restrictions, the Prime Minister accentuated that if the Government had started to agree with everyone each norm, such lifting of the regulations would never have happened.

He cited the example of the adoption by the Government a decision on deregulation in the market of medicines and fixing fair prices. "It's terrible. It's a detective story,” said Volodymyr Groysman adding that there had been constant attempts to derail the actions of the Government and the Prime Minister in this direction.
