As a result of public administration restructuring in
Ukraine there should be created an effective system to respond to the
challenges, to develop the state and to provide quality services to the
society. This was stated by Prime Minister of Ukraine Volodymyr Groysman in his
opening statement during a round table discussion of issues of a public
administration reform in the framework of the Medium-Term Plan of Priority
Actions for the Government until 2020.
"I'd really like to see in Ukraine an effective
high-quality governance system established. This must be the target of our
action plan," said Volodymyr Groysman.
The Head of the Government views institutional weakness as
one of the main problems of Ukraine. That’s why it is necessary to improve the
quality of public administration and training of civil servants.
According to him, the requirements for officials must be
tough, thereby ensuring their quality training and in general the capacity of
the system to respond to emerging challenges and to ensure development of the

The Prime Minister reminded that his Government had started
to implement a new Law of Ukraine "On civil service", which had
entered into force on 1 May 2016. It’s not easy, said Volodymyr Groysman, but
we settled down to the path of retrofitting the civil service, civil servant,
public administration, adding it is vital to follow this way.

Today's round table on reforming public administration is
the second debate in a series of meetings dedicated to considering the
Medium-Term Plan of Priority Actions for the Government until 2020. The event gathered
experts, international partners and public authorities.
