Vice Prime Minister has outlined conditions to reduce the pressure of utility costs on incomes of ordinary Ukrainian families

It is of utmost importance for us to create clear and effective mechanisms in the process of pursuing an energy reform. It implies energy independence of our country and tools to diminish a burden of utility costs affecting incomes of ordinary Ukrainian families. This was stated by Vice Prime Minister /Minister of Regional Development, Building, Housing and Communal Service of Ukraine Hennadii Zubko during A Question Time for the Government at the Verkhovna Rada of Ukraine.

“First, it is crucial for Ukraine to establish a competitive gas market in order to prevent monopolistic policy of companies regarding price for gas. The second step is the energy efficiency reform enabling us to reduce gas consumption by population. In the implementation of this reform we have unwavering support of international partners as well as the European Union. They express readiness to provide financial, technical and expert assistance”, stressed Hennadii Zubko.

The Vice Prime Minister noted that for these purposes it is vital to adopt the following legislative package: a draft law "On Housing and Communal Services” (No.1581-d), a draft law "On Energy Efficiency Fund” (No.5598), a bill "About Energy Efficiency of Buildings” (No.4941) and a draft law "On Commercial Accounting of Utility Services” (No.4901).

“The draft law “On Housing and Communal Services” is aimed to create an updated market of housing and communal services and to establish clear rules for cooperation between the consumer and service provider."On Commercial Accounting of Utility Services” stipulates for the compulsory installation of metering devices. The bill "About Energy Efficiency of Buildings” ensures fair measuring of the consumed heat in residential buildings, introduces a mechanism for obtaining a unified energy performance certificate for each particular building, provides independent diagnostics of buildings and a renovation plan. The draft law "On Energy Efficiency Fund” is a key component of the reform, it provides Ukrainian families with financial support and technical solutions to reduce energy consumption and utility costs”, underlined Hennadii Zubko.
