Efficient implementation of the EU-Ukraine Association Agreement requires deeper synergy between Parliament and Government, says Vice Prime Minister for European and Euro-Atlantic integration of Ukraine

In order to ensure efficient implementation of the EU-Ukraine Association Agreement a deeper collaboration between the Parliament and the Government is required. This was stated by Ivanna Klympush-Tsintsadze during a meeting of the Verkhovna Rada Committee on European integration.

The Vice Prime Minister singled out Poland and Romania as an example of a well coordinated and successful interaction of government’s branches in European integration issues which had passed similar transformations earlier.

“If everyone agrees that the European integration is the only way of development for the country, then it would not be a problem to get 226 votes for the European integration legislation package in the Parliament”, stressed the Vice Prime Minister. She emphasized the necessity to improve efficiency of ministries, monitoring and coordination of work on the implementation of the Association Agreement.

According to her, a comprehensive system of observing the process of realization of the Agreement is to become an effective tool for supervising the progress and problems in this direction. Apart from that, it is vital to adopt the Decree on official translation of the European Union acts.

First Deputy Chairman of the Verkhovna Rada of Ukraine Iryna Herashchenko draw a peculiar attention to the fact that the ministries submit key European integration bills not through the Government, but through certain MPs. Thereby, these draft laws don’t undergo necessary expertise for compliance with the EU legislation. In this regard Iryna Herashchenko expresses hope that a reform and the development of new parliamentary rules are to enhance the functions of the Committee on European integration as well as to make the aforesaid procedure obligatory for all bills.

In turn, acting Head of the Committee Mariia Ionova briefed the interlocutors that a relevant draft law had been finalized, however the debate regarding the amendments to the rules for the Verkhovna Rada as well to the bill is still ongoing.

Deputy Ministers for European integration and leadership of the Government Office for European and Euro-Atlantic integration were among the participants of the meeting. Director of the Government Office for European and Euro-Atlantic Integration Olha Stefanishyna informed about the process of implementation of horizontal obligations in respect of the EU-Ukraine Association Agreement, in particular the preparation of roadmaps of implementation of the EU legislation in the transport, telecommunications and financial sectors. Moreover, Olga Stefanishyna told about the plans to begin formal consultations to update the annexes to the Agreement relating to the approximation of the legislation and to renew the Ukraine-EU Association Agenda.
