To ensure the
security of citizens is among the key functions of the state. Therefore,
a security service is the first and most fundamental for the citizens, and we
must guarantee its qualitative provision at the level of communities. It
is particularly relevant in the front-line Donetsk region, where the risk of
emergencies is much higher than in any other region. This
opportunity has been realized today due to the project in the framework of the decentralization
reform implemented jointly with the SES, the Ministry of Regional Development,
Construction, Housing and Utilities of Ukraine and Donetsk Regional Military-Civil
Administration.
The Vice Prime
Minister, Minister for Regional Development, Construction, Housing and Utilities
Hennadii Zubko emphasized
during the opening of two Citizen Security Centers in Illinivska
and Mykolayivska consolidated communities in the
framework of a working visit to Kramatorsk. In
the opening ceremony of the Centers were participating Chairman of the State
Emergency Service of Ukraine Mykola Chechiotkin and Head of Donetsk Regional Military-Civil
Administration Pavlo Zhebrivsky.
He informed
that the Security Centers had been funded from the regional budget and budgets
of the amalgamated communities. "Within the scope of decentralization, we have
delegated powers to the communities, transferred the resources. In addition,
the Ministry of Regional Development, Construction, Housing and Utilities together with the SES elaborated the
Recommendations for the establishment of Security Centers to assist the communities.
Similar Recommendations were developed to support the establishment of Centers
for administrative services provision (CASP), the New Education Space and outpatient
departments. Today we see the embodiment of the reform - functional Security
Centers, which placed fire brigade as well as personnel of the relevant police department.
Such an approach allows us to respond more effectively to the situation and
provide access during 20 minutes to the site of an emergency. This is an
investment in security of the community, and it results into saving human lives
and retaining property", summed up Hennadii Zubko.
