First Deputy Prime Minister/Minister of Economic Development and Trade of
Ukraine Stepan Kubiv and
Head of Kyiv City State Administration Vitalii Klytchko signed a Memorandum on cooperation between the
Ministry of Economic Development and Trade of Ukraine and Kyiv City State
Administration.
Commenting on the
contents of the Memorandum, Stepan Kubiv emphasized that at the local and central levels,
public-private partnership (PPP) concentrates available resources to ensure
economic development, allows to increase investments in modernization of old infrastructure
and development of new infrastructure facilities.
"This means
the possibility of implementing strategic infrastructure projects, leveraging
investment, and boosting the economy. We
also change the criteria for assessing the effectiveness of such projects -
apart from a purely commercial component, the priority has become the evaluation
of positive impact on improving the quality of life of people and the
environment", said Stepan Kubiv.
He added that the
Government pays considerable attention to expanding the opportunities for
public-private partnership projects, in particular it
has recently approved amendments to concession laws being an important step for
the development of PPP projects.
Stepan Kubiv also noted that the first international conference of
the UN Economic Commission for Europe (UNECE) on support for public-private
partnership projects will be held in Kyiv shortly.
